Waterproof rucksacks for kids: roll top, welded seams, no rain cover
A kids rucksack is only waterproof if the material itself blocks water, the seams are welded or taped rather than sewn, and the opening closes with no gap, which in practice means a roll top rather than a zip.
Rain resistant, showerproof, water repellent, waterproof lining: four phrases that all mean water eventually gets in. They are used because they are easier to build than a waterproof bag.

Rain resistant and waterproof are different claims
A rain-resistant bag holds off a shower. On a fifteen-minute walk in steady rain, water finds the zip, the stitching or the front pocket, and the books come home damp. Waterproof describes the whole bag: the material, sealed seams and an opening with no gap.
Read the wording, not the photographs. A water-repellent finish is a coating that wears off with use and washing. A waterproof lining is a bag with a bag inside it. If a listing avoids the word waterproof, assume it is not.

The opening decides everything
A zip is a line of small gaps held together by teeth, running straight across the wettest part of the bag. Rain runs down the back panel and sits along it.
A roll top folds the opening down on itself two or three times and fastens, so water has no seam to follow. It is the principle used on kayaking dry bags, scaled down for the school run, and it has the side benefit of shrinking as the bag empties.
Seams: sewn, taped or welded
Every needle puncture in a sewn seam is a route in, which is why a waterproof fabric on its own is not enough. Taping covers those holes; welding bonds the panels so the holes never exist.
A reinforced base belongs in the same conversation. It is the panel that stands in puddles, on wet playground floors and under dripping coats, and it is where bags fail first.

If it comes with a rain cover, it leaks
A rain cover is an admission. It is also one more thing for a child to lose, and it does nothing at the moment it starts raining unexpectedly, which is the only moment that matters.
A properly waterproof roll-top rucksack needs no cover. That is the test worth applying to any bag sold for British weather.
Keeping the finish for years
Waterproof bags are usually ruined by cleaning rather than by weather. A hot machine wash strips coatings, stresses welded seams and warps padded panels.
Warm water, a drop of washing-up liquid, a cloth, then air dry away from radiators and direct sun. On a soft matte TPU fabric nothing soaks in, so mud, paint and juice wipe straight off and the bag still looks new in year three.
